No. Well, unless you are willing to produce a few major hacks.

It's interesting how people seem to assume things ought to work
in some universal way. Take a peek into the FO spec, SVG is barely
mentioned there. Take a peek at the SVG spec: FO isn't mentioned
there at all. In fact, many interesting properties of the interaction
between FO processing and processing embedded stuff like SVG isn't
well specified, is cut short as "implementation dependent", or ins't
specified at all.
