Well, I rather thought about a low-level solution:
1) fop is implemented in Java
2) SVG has Java bindings
So, the question is basically if it is possible to access fop's page 
numbering information from within SVG using the Java bindings.
Looking at the fop API I guessed the answer would be negative, but since 
I'm no Java expert, I asked in the list just to be sure.
