As Joerg has already mentioned, they don't exist (in FOP anyway), and we don't really know enough to build them. However, we are in the process of beefing up the hyphenation documentation to include information about how to create/modify the patterns files. If you are interested in sorting through the linguistic issues, we'll do our best to support you on the technical side. If you can find an electronic Thai dictionary that includes hyphenation, that should be a big help. Do you have any interest in helping with this?
