As I recall (I don't have time to search the POST), this type of thing is not in the XSL-FO 1.0 spec (which is what FOP is based on). The solution was to insert a process in your solution, which extracts the pages in the TIFF file, and then somehow include the extracted images into your XSL-FO file. I don't recall how it was done programmatically, but there it is. This is another process that would be nice to have defined and placed on the FOP site, so others may benefit. iText and/or ImageMagick may help with this. If anyone has information on other apps (which are not on the FOP Resources page), by all means, drop us a line. (speaking of which, we may want to add the very capable ImageMagick to our list...)
This might something an enterprising Java developer with some 'extra' time available, could develop as an extension used by FOP to process multi-page TIFF files. I don't need this myself (yet), but it is certainly conceivable we might need this in the future.
