That's more or less the "ViewerPreferences" dictionary in PDF. No,
that's not implemented in FOP, yet. The only thing you can do right now
is control the expanded or collapsed state of the bookmarks using the
XSL 1.1 starting-state property:

Help to implement that is welcome as always.
