How to avoid pagebreak in fo:block or fo:table-rows?

Hello,

is there any solution for avoiding pagebreaks in a fo:block or a 
fo:table-row ? 

page-break-inside="avoid" isn't implementent in fop 0.20.5. 

I have to use that version, so is there any other way to avoid a pagebreak 
?
