Well, you can create issues in Batik's and FOP's Bugzilla or put in on the wishlist in the Wiki. But just keep in mind that this alone won't get the feature implemented. It usually takes someone with real interest to get a feature flying (either by implementing it himself or by finding someone who does it for him).
