I think I've found a fix for this bug, but since I'm not 100% --how fitting :-)-- certain, could you compare the FO and check the PDF result in Bugzilla 41894, and see if that matches the expectation?

I even tested it on a really awful example, an HTML file spat out by PowerPoint. My filters run it through the TagSoup HTML parser, do some minor fixes to its output before running it through CSS2XSLFO, and then do some more fixes on their output before running it through FOP.
The resulting file has only the fonts wrong now, which I already know how to fix (and it won't be easy since the HTML can contain arbitrary fonts... hopefully supporting all the ones that come with Windows will be enough.)
