See our test case text-decoration_1.xml. Everything is done via
inlines
and I can't find anything in the spec saying it doesn't apply to
inlines. Quite the opposite, it actually states how the special
inheritance works in the case of inlines.

I completely missed text-decoration in the list of applicable
properties.
