Thanks for the response.
I cant seem to find that string anywhere, I have also searched for just
the values of the xsl:use-attribute-sets attribute and I didn't find
that either (except for inside my stylesheet which finds the snippet
that I pasted earlier) so I assume that this means the attribute set is
not being used.
Do I have to modify my fo/pagesetup.xsl? or something like that?

For me this works perfectly.

down) seems to suggest that it does.
Im using FOP 0.20.5, dockbook-xml-4.5 and docbook-xsl-1.72.0
Any suggestions?
