Now, the command line run correctly ($>fop -c fop.xml ResultXML2PDF.fo -pdfa1b result.pdf). I had forgotten the configuration file in my previous test. I have renamed the file fop.xconf to fop.xml.

Arial is installed.

But the problem is always present in the java version.
