I don't need to because I usually don't do things like that. I prefer working with the original JAR files. Causes me much less trouble.
It shouldn't be difficult to copy those files together. After all, they are just files in a ZIP file which happen to be named JAR files. But you can look into FOP's build.xml file where you'll find code that creates JAR files. No example that copies the META-INF/services, though.
