Hi Alexander It's not a bug, it's a feature. :-) Seriously, you're using keep-together="always" on the fo:table-row. Since FOP 0.94 there's support for keep-together.within-line. Now, if you specify keep-together="always" you also indirectly set keep-together.within-line="always" and that's why line breaking is effectively disabled. Please replace the keep with keep-together.within-column="page" and it will work as you expect.
