Have you tried just using the Unicode characters in question and seeing what happens?
I have no experience with Asian character sets, but I'd bet you're barking up the wrong tree. You tell FOP about fonts when you want to change the document's look. This is different from Adobe Reader downloading additional fonts to expand its supported character set.
