Hmm, FOP seems to treat the individual lines as separate paragraphs and therefore doesn't apply widow/orphan treatment. But XSL says: "The "widows" property specifies the minimum number of line-areas in the last area generated by the formatting object." That means this is a bug. Andrew, would you mind opening a bug in Bugzilla [1]? I suspect this may not be so easy to fix.
