In that case, you got unlucky. You've hit the basically last feature that we haven't been able to implement after the redesign. You will have to go back to FOP 0.20.5 if you absolutely need this today. The "forced break" IS the work-around. There's no other at the moment.
The feature is being worked on but there's no way to tell when it will be available.
