Using a background image to do such a thing would be a hack, but why not just 
use a background-color on the body region?  Or are you saying that you want 
different cells (or likely rows) to be different background colors, but if a 
row happens to span across a page break you'd like it to fill the entire page.  
Curious need if so, but if that's true then it sounds like Vincent's suggestion 
may work.
