No parameters. It's just the initial value for linefeed-treatment, which is 
"treat-as-space", and that results in one preserved space character between the 
fo:inlines.

Possible solutions:
a) use linefeed-treatment="ignore" (on the surrounding block, the entire 
page-sequence or fo:root; the property is inherited)
b) make sure no linefeeds are generated between the inlines (which will 
typically be the case if the FO is a result from a stylesheet
transformation)
