I've been using Crimson Editor which has worked very well for me with
different character sets.  You can download it for free here:

It is basically a configurable text editor.

I tried a couple of XML editors(like Oxygen). I tried copying the characters
from the character map, it was unable to recognize the Japanese ttf
characters that I have. 

Is there any other way I can enter Japanese characters into the xml file so
that I can test the new metrics file that I have created.
