Mario, I'm afraid, support for external-destination for fo:bookmark hasn't been implemented, yet. Basically, your FO is correct although, strictly speaking, it should be external-destination="url(http://www.google.com)", since external-destination takes a <uri-specification>: See http://www.w3.org/TR/xsl11/#datatype
