Ah OK, you're using keeps... I can see how that could be a deal-breaker when it 
comes to column-balancing.

Difficult to tell without seeing the source. 
Is it possible to post the FO, or a smaller excerpt exhibiting the described 
behavior, so that we can have a closer look?
