I assume you are running from the command line...
Is that really the error message you get? I tried passing a non existing file to the -c switch and I don't get that (also used 1.0). I also do not find the message in the current source.
FOP can use a config file but does not need one. So if you get the error when you don't use -c then I think the problem is somewhere else.
