Hi, thanks for your interest in my problem, 

in the end it was a matter of fonts. With the default font spaces were
rendered, but were "compressed". 

Today I set font-family to "monospace" and I saw clearly that white spaces
where correctly not collapsed under blocks with attribute
"white-space-collapse='false'", as you said.

The thing that made me make the mistake is that previously I copied strings
from the rendered pdf to notepad, and seeing there trimmed spaces I thought
it was fop that removed spaces.
