According to the documentation, the default value (current directory)
hasn't changed. My base content is just the dot without the slash. Maybe
worth trying, but if you never have changed it, the problem might be
somewhere else.

I have a config file with the base set ("./"). Both versions use the
same file since I did not find any differences in the config files
(FOP 1,1 vs FOP 2,1)
Was there a change in FOP 2.1 to the <base> config parameter?
Could this be an issue with the resolver?
