Maybe it is a permission problem or the default tmp folder for this kind of applications is not configured (enviroment variables TMP or TEMP) or the start batch points to the wrong location. You can use some utility to check the information (for example Sysinternals). If you are able to understand the cause maybe you can update the Tomcat start script.
