We have slightly different problems but are both limited by the nature of foremans dhcp-proxy.

If you create static leases using omshell then I believe the data will be replicated to a failover dhcp server.
Forman will create new hosts using omshell.

The comment about DNS is only because foreman can cleanly interact with DNS remotely.
