Reboot happens via an API call to a cut-down Foreman-proxy running on the discovered host. It looks like that service is returning a 500 when told to reboot - but you'll need to get onto the host to the logs of that.
The Discovery docs cover enabling SSH on the Discovery Image, so you'll want to do that and then see if you can get the proxy log when it's told to reboot.
