You have the puppetdb_foreman plugin. If you want to connect some actions in Foreman to PuppetDB, you need to configure the endpoint as per https://github.com/theforeman/puppetdb_foreman#usage Alternatively, if you do not use it, simply look for puppetdb_enabled in the PuppetDB settings (Administer > Settings > PuppetDB tab) and disable it.
