Been a few days since we reported status.  After Brett found and fixed
the last permissions problem in the filesystem package, it was just a
matter of trying to build conary and friends, having builds fail due to
missing dependencies, adding packages, which of course dragged in more
dependencies, over and over, until we could build conary and friends in
a buildroot against imported packages.  All of this building was done
with conary packages that were hand-built in the temporary chroots.
After we got all those packages imported, we were ready to do an
import that wasn't a bootstrap import because it was done with the
non-bootstrap conary.

Then yesterday we ran out of memory on the rmake server running
mirrorball when it was computing all the build jobs necessary to
do all those imports of Everything.

Last night, I juggled around infrastructure some more to give more
memory (and CPUs) to the rmake server so that we can try again.
