{gnome,kde,xfce}-devel groups are populated in a sort of semi-automated
fashion.
The way it is done is...
if pkg foo ships in group-{gnome,kde,xfce}-dist _then_ it's :devel
should be in
group-{gnome,kde,xfce}-devel.
So what you are finding makes some sense.
