I agree with Martin, there should be multiple people registered as contacts and operators. I'd suggest the group be kept small and to people who know IRC.
There has rarely been cause for operator intervention.Occasionally the topic will be changed but I don't think it is necessary to use +t all the time. It's easier to flip it on when needed than managing who gets +t rights.
