Council members are welcome to volunteer. Having back ups for all actions/roles is encouraged for sure. Maybe a list of roles and current users should be compiled and presented at a council meeting.

I agree with Martin, there should be multiple people registered as contacts and operators. I'd suggest the group be kept small and to people who know IRC. There has rarely been cause for operator intervention. Occasionally the topic will be changed but I don't think it is necessary to use +t all the time.
