If your file is ANSI, try change it in the menu format to UNICODE before you
switch to HEX.
If file is ANSI, in the HEX mode you need to select font, contains your national
characters and the correct font charset (menu format/font)

Yeah, it works.
But it shows UNICODE HEX, not ANSI HEX. The HEX values are different.

Besides, it display correctly but not well.

MadEdit (viz http://madedit.sourceforge.net/ ), an open source editor, can
do it well.

Can you try to let it works under both ANSI and UNICODE, and displays well?
