PSPad's idea of usability is that the mouse can be avoided as much as possible. Ctrl+Space, first letter(s) of your snippet, Return -- I believe this is how it is meant to be used. Ultimately, this is a matter of taste. For those who want their hands on the keyboard, PSPad's usability is very good. There are lots of decent free editors available that take a more mouse-friendly approach.
