I do not understand how filtering list of clips according the text typed or
selected _immediately before_ pop-up could be relevant to the application
of certain clip. For example, if I want to apply <h1> tag to selected text, only
those clips will be shown whose names begin with the same letter as selected
text. So, if selected text would be "Usability of PSPad Editor's clips" I would
not find needed clip in filtered list; if selected text would be "How to use
PSPad Editor's clips", I would find needed clip in the filtered list, but the
relevance of the filtering would be accidental. It seems to me that filtering
which produces relevant results only accidentally does not make sense and means
poor usability.

The aspect which is more important than this is that displaying list of clips in
pop-up window leads to poor usability of clips at least for those users who
prefer to insert clips using mouse. Perhaps the best solution would be
introduction of a pair of new options:

1) to open list of clips in a pop-up window or in a sidebar

2) to filter or not to filter clips according to typed or selected text.

The first member of these alternatives would probably be chosen by those who
prefer using keyboard over the mouse, the second member of these alternatives
would probably be chosen by those who prefer mouse.
