My prior attempts with the CAB downloads did create the /Skin/ folder with PSPad.bmp file.
Following your advice I have now downloaded the pspad453inst_en.EXE version (instead of a CAB). Installing that did fix my toolbars problem. I was confused by this statement on the download page cite: -------------------------------------------------------------------------------- PSPad does not require installation, it can be simply unpacked into any directory.-------------------------------------------------------------------------------- Which was how I ended up trying to do this with CAB downloads.
