Although I didn't realise there was any crazy mouse software installed, I've found a load of settings I've never seen before in the Mouse area of Control Panel.
Turns out I have the "Lenovo Mouse Suit" installed. There's an obscure option titled "Use Microsoft Office 97 Scrolling Emulation Only", as opposed to "Enable Universal Scrolling". The latter was selected before and my browsers seemed to work fine, along with some other apps. But not PSPad. When changing to the Offce 97 option, the scrolling appears to work everywhere I've tried so far. Crazy. So, clearly not PSPad's problem at all. Thanks for the pointer (no pun intended)!
