Hi, I have the same problem: Mousewheel does not work on Windows 7 64-bit. But I had not had installed any Mouse-Software. So I did now, but nothing changed. I found out, that the mousewheel works, if the mousecursor is right over the grip of the scrollbar; for that the focus has to be on the content area.
The optimum would be: Mousewheel works, if cursor is over the content area, even if the focus is on a different window. But maybe the last point is a problem on Windows 7. Therefore I have a Skript "pcwHoverWheel", that extends Windows (for testing the scroll capability of PSPad I deaktivated that script of cause). I just discovered PSPad and it feels good. Well done! I could imagine to use PSPad in stead of tswebeditor. But I don't know if I could abandon on that wheel thing.
