It doesn't matter what encoding you change, it shows me the same encoding all the time - incorrect! I only know that it is a Russian font (Cyrillic).
I tested several tools to change HTML to TEXT and always damaged text. There is no tool that can convert to Unicode. Opening a file in Chrome ALWAYS shows correctly.
