Does this issue lie outside of the t10/t13 charters?

I agree the lack of an MMC compliance test published under GPL injures
interoperability.  Microsoft publishes a WHQL test that may help more
than it hurts, hard to tell without source.

I agree that achieving interoperability without a GPL compliance test
grows more difficult for all of us over time, as more people invest more
into incompatible, though reasonable, interpretations of the merely
public paper fictions.

Also we're hurt more now as people build hosts that survive for more
than a few years.  Takes more work to discover how to design a device to
work with Win XP/ 2K/ NT/ ME/ 98/ 95 and also WHQL than to design the
device to work with only 98/ 95.  On the other hand, we're helped by
internet insecurity forcing people to web-upgrade their host software.
