HPA is one of several feature sets that act this way.

'if the feature set is supported', it is 'enabled'
      and you cannot have the case where it can be supported but disabled.

I agree, this is confusing, and I have complained about it, too, from time
to time.

Now. What do you want to do about it ?

* is it important enough to put into an ATA7 errata doc
      (which we already have a few items for) ?

* or can it just go into ATA-8 ?

* or is it something that you think is not sufficiently confusing to the
      main consumers of the doc to actually change ?

See ATA/ATAPI-7 vol 1 in the ID command text... I think the text
description of ID word 85 bit 10 is probably incorrect. It says word 85
bit 10 = 1 means the HPA feature is supported. It think it should say
the HPA feature is enabled. ??? At the minimum the text description for
this bit does not match the table description of this bit.
