There is an 'unload feature' subcode that performs the job you ask for.

Hi,

Quick question - is there an acceptable way to force an ata drive to
park it's head immediately without spinning it down? It doesn't seem
like the IDLE/STANDBY commands provides a way to do this, but perhaps
there's some method that's worked for ages but just not explicitly
documented in t13?
