'IDLE IMMEDIATE' never said anything about spindle state.
In fact, none of the power management commands mention spindle states.
The 'unload feature' of IDLE IMMEDIATE was created to <explicitly> make a
way
to force a rotating disk device to park the heads.
Why?
1) Vendors differentiate between themselves in their power management
strategies
and do not want to be restricted in what they can/cannot do. (and)
2) Not all ATA or ATAPI devices are rotating disk devices
Specifying 'spindle state' is meaningless to some device types.

Sending legacy ATA 'IDLE IMMEDIATE' while active didn't already often
park without spindown?
