Quite a good research dai. I didn't know all those details about India
and China.

Well, as you might also know, the French parliament passed a bill to
use linux and open source s/w in all the government offices to cut
cost and to promote open source software.

About Nepal, what can I say? Whenever I enter a government office, I
see a lazy, unshaved faces sitting on chairs, drinking tea and talking
all nonsense on political issues. Everybody is a political analyist
there. Moreover, there are certain "panels" in most of the offices.
Each trying to pull the others' legs. Thats the culture of Nepali
government offices.

Once I went to gharelu office to register my company. A lady was still
using a big bulky typewriter to type in Nepali. Well, for me, it was
kind of a shock! She could use a computer and her life would
definitely be easy. Work would complete fast and the manpower would
sharply be reduced there. I lost a whole day registering my company
then whereas it is just a task of an hour. All those bureaucracies and
paperpushing stuff.

The new policy of the government to implement e-governence is quite a
big joke. Firstly, this is a fool's dream, secondly, the government
should train 90% of its workforce to use the computer, thirdly, 70% of
the funds released to buy computers/implement network will be gone
into the pockets of the officials and fourthly, the internet
connection is very old fashioned.

Regarding open source software, I think people don't trust open source
community and software here. People of poor country are used to
working on expensive software like Oracle, Microsoft and so on whilst
there are cheaper/free options like MySQL, Linux, OpenOffice and so
on. This might be because people aren't aware about OSS or are used to
paying hefty sum for the software. There is a big necessity of major
overhaul of the system.
