I'm familiar with 3 keyboard layouts for Nepali language:
* Devanagari INSCRIPT
* Nepali Unicode Romanized
*Nepali Unicode Traditional

I think Devanagari INSCRIPT layout is more scientific thank any other.
It comes with Windows 2K and later bundled with the OS. But the
learning curve for INSCRIPT is steep and it is designed not only for
Nepali language but for all languages which use Devanagari script.
I've been using this layout for last 4 years and is quite satisfied.

Nepali Unicode Romanized is designed by MPP. It is easier to adopt
this one because it is designed around english QWERTY layout and
Romanization of Nepali. One who is familiar with QWERTY can learn this
layout in a day or two.

Another layout from MPP, Nepali Unicode Traditional is designed for
folks who are familiar with बकमान layout. Personally, I really hate
this layout because it was designed for old typewriters for Hindi or
some other languages.

So, If you are talking about scientific designs like DVORAK for
Nepali, as far as I know, there is none. Since we already have 3
layouts is there any need for a fourth one?
