Try searching it in sourceforge.net
Its a community by FOSS people around the world.

Here is a link
http://sourceforge.net/search/?type_of_search=soft&words=webcam

I am myself new to ubuntu (and linux as a whole). But if i find
anything in sourceforge.net then its easy to install it in ubuntu. I
just type the title of the software in synaptic ( in ubuntu 7.04. I
have no idea how it looks in other distro or other linux) and it will
search the required software compatible to my distro (here in my case
it would be ubuntu). and just a few clicks and it will be installed.
No need to download anything no need to unpacking. Search button and a
few clicks and it will be installed.
