Graphical way for the same thing:
Goto System > Administration > Services
Unlock it (in ubuntu 8.04) and then uncheck the services that you are
not using anymore.
And user specific setting can be managed from here.
Goto System > Preferences > Sessions
and uncheck system services that you dont require from "Startup
Programs" Tab.
