In the UK, the government is stopping use of traditional incedescent light
bulbs (i.e. normal bayonet or screw in light bulbs) and making the
population use energy saving bulbs by 2011. An energy saving bulb at at 11W
is just as good as an 60W bulb. That's about an 80% in electricity savings
in cost and they last much longer.

Maybe some programme to get these bulbs out would be good a plan.

I'm interested to know why hydropower hasn't been exploited?
