A hundred US dollars for 10 MB is VERY expensive. AFAIR, the total capacity of the fiber coming into Nepal is pretty small. Which makes all the more sense for having mirrors in Nepal as far as the ISP's interests are.
Perhaps they could come up with another solution which restricts access to within a certain geographical location (although why someone in California would want to download an 800 MB ISO from a mirror in Nepal is beyond my imagination). That could reduce the costs, as far as the ISP is concerned. I wonder if World Link (or any other isp) has thought of it.
