Can you explain how mapserver is not a full-featured gis application? Coz i
think it's the best.
You can use ArcGIS or Grass, until you learn some mapserver.

Mapserver is self expandable by using PHP/PERL/PYTHON/RUBY/C# ... relying on
PostGIS/Oracle for spatial data storage.
It is built upon a webserver and thus be used for large datasets for large
scale analysis to normal level analysis.
It is FOSS, largely used and vital for many researches including wikimapia.
Due to it's expandability with R Programming language, Oracle 10g and
PostGIS using many programming language,
you just don't have to wait for any other software, just create a mapscript
and go for it.
